HOUSE CONCURRENT RESOLUTION 10

and Tucker)
Congratulating West Virginia
Division of Corrections
Commissioner William K. Davis
and Northern Regional Jail and Correctional Center
(NRJCC) former Warden and
current Division of
Corrections Assistant
Commissioner Paul Kirby and
the NRJCC staff upon NRJCC
becoming the first West
Virginia facility to meet
American Correctional
Association national
accreditation standards.
Whereas, The American
Correctional Association standards
are the national benchmark for the
effective operation of
correctional facilities throughout
the United States; and
Whereas, Meeting these
rigorous standards indicates that
a facility adheres to practical,
up-to-date policies and procedures
that safeguard the life, health
and rehabilitation of the prison
population, as well as the safety
of the facility employees and host
communities; and
Whereas, Achieving
accreditation from the American
Correctional Association requires
the joint involvement of the
uniformed and nonuniformed staff, as well as the management
personnel in a major common
undertaking; therefore, be it
Resolved by the Legislature
of West Virginia:
That congratulations are
hereby expressed by the members
to William K. Davis, Paul Kirby
and the NRJCC staff upon the
achievement of a national
accreditation which is still
relatively rare among prison
facilities nationwide; and, be it
Further Resolved, That the
Clerk is hereby directed to
forward a copy of this resolution
to Commissioner William K. Davis,
to Assistant Commissioner Paul
Kirby, and to the staff of the
Northern Regional Jail and
Correctional Center.
